SACRAMENTO — Two years ago, California voters approved the sale of nearly $43 billion in state bonds for housing, transportation, education and water projects. Today, the borrowing is beginning to pay off, one job at a time.

The U.S. Department of Commerce will hold a public hearing Sept. 22, beginning at 10:30 a.m., at the Del Mar Fairgrounds on whether the proposed extension of state Route 241 from Orange County into northern San Diego County should be approved.
